what to do about damp patch on ashphelt floor?

i have a detatched bungalow that is on a hill with a row of bungalows above mine the garden is very wet as all the water drains down from the ones above. the back of the bungalow gets very little sun. one of the bedrooms that are at the back has two patches of damp that appear when it is very cold and damp , these are ashphelt floors the patches are in the corner it doesnt seem to be anywhere else on the floor can anyone advise

Remove the pach of damp ashphelt, allow the floor to dry .then paint the pach of floor that has been removed with upv glue,this will seal from damp,then fill in the hole with levelling compound.wicks do one that is a deep base leveling compound,it is self leveling and can be used to fill in from 5mm up to 45mm and drys in 2 hours! it worked for me very easy to do. good luck tip ad some upv glue to the mix.
