My boiler is a Vokera sabre 24 combi. The hot water flow rate is initially good for a few seconds then slows to a very slow rate. The boiler is only 3 years old. Is it the heat exchanger that is scaled up or could it be the solenoid valve on the water supply to the heat exchanger. I have only lived here for 6 months and I notice that the boiler does not have a scale inhibitor fitted.

You have a washer which has increased in size over a period of time. This washer is at the top rear rhs of the heat exchanger and is restricting the flow of water to your taps.isolate your cold water into the boiler disconnect the coupling take out/ remove the washer. You will now have full flow to your taps, I would advise you to have a new 15mm fibre washer to ensure a water tight seal on completion.
