How dangerous is taped wiring?

Hi, The wiring for our downlighters is visible in the loft, on top of the insulation. The wires are taped together with insulation tape, how dangerous is this? If it were your new house how soon would you fix it?!
Ta very much in advance.

Is it the tape that is holding the cables together, or is there a plastic crimp connector underneath the tape?

If you mean that the metal conductors inside the wires are actually taped together then this is ridiculous and obviously fitted by someone unqualified...the cables must be joined using the appropriate size junction box to prevent a fire risk. However, if its just the cable lengths themselves that have been taped together then thats OK. Make sure that any wiring is kept well clear of the downlighters though - they do get a bit hot.
