I would suggest that it does not know that it has emptied the water.
I don't know this machine but I would look for a switch that senses the water.
On a Hoover Logic machine this is done by a pressure switch attached to a plastic tube that goes to a small chamber that fills with water when the machine fills.
This chamber is prone to blockages with "gunge" and regularly needs cleaned out - the symptoms are the same.
