Does the set operate? If set is working and the whining changes with the picture intensity, the laminate in the flyback transformer or horizonal coupling transformer could be breaking down. Appling pressure to these parts will determine who is noisy. There has been a number of shemes to cheat this chatter. It seems to always come back. Live with it, replace the part, or make the TV a gift to someone with a hearing loss.

If so, it's usually a straightforward repair but you'll need to call an engineer.
