What is wrong when the drum wont move around on my washing machine?

The drum won't spin or move around at all on my Hotpoint Aquarius Extra Washing Machine Model WMS38.

first check belt is on pulley, at the same time check and see if the drum can be turned by hand operation. Now providing the machine will fill /empty and the programmer advances, invest in a set of motor brushes Hotpoint machines go through them very quickly .
