If you have anything at all on the screen then a video processing fault is suspect but if you don't have anthing until perhaps a flicker when it is switched off then likely a vertical output circuit fault. A vertical circuit fault will disable the picture to stop damage to the tube otherwise you could have a permanet line burnt accross the screen from left to right.
