Does anyone know if a belt to fit a Skil 100 planer can be found from any modern manufacturer? Someone like Hitachi or Bosch; would a belt from their planers work on a Skil 100?
Yes, you can buy them new, just call your skil service center, they have them in stock, cheaper than ebay and they cross reference to other skil products.

Bosch are the makers for Skil belts I have just bought one.
Is there a magic method of fitting or is just squeeze it over the drive wheels?
