My Kenmore Washer 110-82872100 will not fill with cold water?

My kenmore washer will not fill with cold water like it fills with warm and hot waters. I checked the hose and it is clear...any suggestions?

Also, I knocked the discharge hose off, and cant get it back on to stay. Help!
