is it illegal for a non trade,s man 2 tile a mid,terrace home without proper permission and the same roof tile as of each side of his house?

Anyone can do it, but common sense says get a pro in. your insurers will blank you on a DIY job. No paperwork to put in your HIP report. Are you confident working at height?. Are you fast enough to take a side off and get it felted and battened sharpish in case of downpours?What if any rafters/purlin/ridgeoard needs replacing and your roof is wide open. hows your lead flashing skills. theres not much margin for errors on a roof and a diy job will stickout like a sore thumb.

as you say if the tiles are the same as other houses thats ok.planning department only get involved if u live in a green belt area or putting up a large dormer.
