Cold rad at bottom??

One rad in my house doesnt get completly hot, its almost cold at the bottom. If I bleed the rad, just a jet of water comes out, no air. Ive tried with heating on,and off. How can I release the trapped air at the bottom? Thnx in advance for any advice.

The system isnt very old, and has been drained recently, the water was completly clear so no 'sh*t' in rad. Why would I be kidding? Bottom of rad doesnt get very hot, it is puzzling, thats why Ive posted the question on here. Any useful answers appreciated.
