Hoover Steam Vac Model F5881-900?

I have a Hoover steam vac Model F5881-900 the brushes stopped spinning on it. Does anyone know how to repair.

That screen has always been kept clean. It would appear that the valve could be causing the leak. The control rod is aligned, so I removed the valve assembly and the rear shuts off the flow and the tank is providing water to the pump freely. Where do I go next?

When we use this steam vac it continues to slowly leak both during operation and when turned off.

Remove the clear plastic cover over the spin indicator (green and black disk that spins). There is a screen that gets plugged with lint. It sometimes is so bad that it appears to be a foam filter. It is not. Is the lint covering the screen that allows the vacuum to spin the brushes and the indicator.
