saftey cable on garage door?

I have safety cable on my garage door and for some reason the door hangs up about 4 to 5 inches off floor and again about 4 ft. up when trying to raise garage door with opener

I think what you are calling a safety cable is a way of disengaging the door from the electric drive mechanism so that you can open and close the door in the event of power failure. It sounds to me like this cord(?) has not been properly re attached to the mechanism hence it is not opening/closing properly. I had to stand on a small step ladder to see how mine worked - you may have to do the same! Good luck
