Refurbished PC won't power up?

I bought a dell optiplex gx 280 from ebay and it won't power up. I am not tech savvy at all and they want me to trouble shoot it. Should I trouble shoot it or return it for another unit.

If it were me I would send the thing back just as soon as I could get it to the post office. If it won't power up there is only one thing that could cause that and that is the power unit. the power unit is a box inside the computer that starts the conversition of the power going into the computer and you absoultaly DO NOT want to be fooling around with that. just inform the person or company you purchased the computer from that you will be sending the computer back at your own expence and DO NOT buy any computer off the internet. expecially from Ebay.
