My wood garage door goes up and down, just fine. No Problems. The issue is when it closes - one side goes all the way down and the other side is about two inches from the ground and doesn't go all the way to the ground.

Being wood and winter I expect your door has swelled, I wonder if it is catching on something, perhaps the top of the door frame? Have someone inside the garage look while you try and shut it. If I'm right you'll probably have to remove some wood from the 'high' spot with a plane or sander. Good luck.
