tiny dots all over the picture?

I have a 42" Matsui plasma tv. It's less than 4 years old but the picture quality is terrible. Around the edges it's fuzzy and the whole picture is covered in tiny 'dots'.
Any ideas?

Hello Annie D, Dave here! So I think I may be able to help you. What I'll need first is the model # of your 42" Matsui plasma TV. I need to see who makes your TV.

I have in the past seen this problem on many LG made plasma TVs. All that may need to be done to fix the Red, Green or Blue specs your seeing all over you screen is just to make an ajustment on the Y sustain board.

Do the 'Dots' go away after a while ?. I found the same thing on my plasma TV and found that it was due to the screen being Cold. After it had been left on for a while (2 hours +) the picture quality improved

Best thing you can do it take it to the dump and buy a new panasonic one.
