i think there is also a valve, normaly to the side of the key, that has to be turned open when the key is located and turned into position. Be sure to turn the valve off before removing the key

Have you ever turned it before? If not you need to realise that it's not like turning a key in a door there is quite a lot of friction to overcome, you will have to apply some pressure. Will it turn the other way? If it has not been used for a long time it will be stiffer than originally.
