what is wrong with this boiler, it will not turn off?

will not switch off even with thermostat and programmer turned off.

This isn't the answer you want - but you probably need to call a corgi registered plumber. Meanwhile you should be able to find and turn off the gas stop cock to the boiler - it can't run without gas!
