Can you tell me how to reduce the extremely hot water on my ferroli Falcon ?

-The hot water is very hot from the taps and turning the dial to its lowest setting won't make the water cooler.

-The boiler is not always coming on when we put it on - the lignition ligth is not always coming on

Anyone know the reasons for this?
