how to change tap?

I want to change the hot tap in the downstairs toilet the system is gravity hot water with the hot water cyclinder being on the first floor there are not service valves on the hot tap i hav issolated the full bore valve on the cold feed to the cyclinder the hot water stops in the bathroom upstairs and on the kitchen down stairs but the tap i want to change is still running ever so slowly! the tap is the lowest hot water point on the system. cant work out why it wont stop completely

the water will take a while to stop,try leaving the other taps open to allow air into pipework,make sure the hot water tank is cold,if it is warm the water will expand and constantly trickle out.also ensure cold feed valve is tightly shut,this valve is seldom used and debris can prevent it shutting completely,you could also try shutting valve on tank outlet in attic.might help.i've installed brand new systems and i've seen it take 20 mins for water to completely stop.Be patient.
