Can't open double glazing window?

The window is not locked so I can rotate the handle but the pin at the top of the window doesn't drop so I can't open the window. It's a standard UPVC window.

your window frame is probley out of line they move now and again due to sun expanding and contracting the upvc try giving it a jerk in differant directions if it opens reset the slots on the frame
