Why does my Dyson DC07 intermittently lose it's suction?

My Dyson DC07 does not have suction initially. It skims across the carpet with minimum pick up effect. Sometimes, it then "kicks in" and suction takes place. Can anyone advise me on how to resolve this problem?

I had this problem with mine, there is a short hose just behind the brush in the head which had a split in it and the vacuum was loosing suction initially until the split closed and the suction kicked in.

it sounds the brush is not turning all the time
check for rotation while looking at the underside of the vacuum.also the clutch may not be working correctly which will produce the 'kick in' effect
try this with the cleaner with handle upright and then in the lowered position to see if this makes any difference
