How do I stop my cistern filling and going straight into the pan?

We have a Armitage shanks dual flush mechanism. The cistern is perpetually filling, or not! As it keeps flowing straight into the pan. The flush mechanism does not seem to make a seal and keep the water in as it should although it seems to be seated properly. The "flush buttons" on top work properly, as in they depress.

hi, it sounds to me like you have a faulty syphon assembly.... what you need to do is shut off the water to the cistern, flush then disassembly it. take the whole syphon unit to local hardware shop and they should offer you a replacement for it for a few quids.....
