Could be problems with pressure vessel? If after 20 mins or so with the boiler working the pressure creeps up then this could be where your problems lie. Sometimes it's easier to fit a replacement vessel elsewhere rather than replacing the one in the boiler or if the boiler is of an age when other items may pack up then consider replacing the whole thing!!
