how can i fix my behringer B2092A 360 W sub?

i tried turning it on today, and the LEDs wouldn't light up and i wasn't getting any sound out of it.

i checked to see if it was getting power and it was, then i tried turning it on again and the LEDs both came on but then faded out. i then tried disconnecting all the leads (except the power) and still nothing happened.

i checked the fuse, its a T 3.15 A H 250V and is white so im not sure how to tell if its blown or not. would the fuse stop the LEDs from turning on?
