likely you have a browser issue.
check if it works with no-addons, if it does see what add-on is causing the issue.
Start IE without add-ons
* Start
* programs
* Accessories
* System Tools
* Internet Explorer (No Addons)
This provides limited functionality, but if you can at least browse you know it is an addon.
I always start by uninstalling all toolbars, if it still does not work, disable individual add-ons to determine which was causes the issue
* open Internet Explorer (or Control Panel)
* Tools (not in Control panel)
* Internet Options
* programs
* manage Addons
