fitted a new heated towel rail, how to fill it up?

Removed a radiator in the bathroom and fitted a new heated towel rail. The boiler is a Worcester 24i junior. The new towel rail is not filling up with water. Can anyone help/advise?

You need to make sure u have enough water pressure in you heating system about 1-1.5 bar when cold, then open the valves at the bottom of the towel rail then bleed it from the top using a bleed key or a screw driver, then re-pressurise the heating system.
