How to wire a double light switch for two independent lights?

I have added a second light to my garage ceiling and want to change the single light switch for a double so that I can switch both lights on and off independently.

At present there is one live feed, live, neutral and earth connected to the single switch. I have bought a double switch with COM, L1 L2 at the top and L1 L2 COM at the bottom. How do I wire the existing live feed and how do I wire in the cable to the new light?

Run a cable (t&e) from the feed and neutral in the existing light onto the feed (or loop) and neutral on the next light fitting.
Run another cable (t&e) connecting the brown to loop and the blue to the live terminal on the fitting and take it down to the switch. Wrap some brown electrical tape around the blue wires at either end (switch and fitting) to indicate that they can become live.
The wires going to the lamp go to neutral and live (usually the outer ones).
At the switches connect one wire to COM and the other to L2 for each switch, and put all the earth wires together in the earth terminal on the switch.

If you unscrew the existing switch is there a neutral there (it won't be connected to the switch)?
