I've had my Hewlet Packard Pavillion 4535 PC since '99. It's running Win '98 SE. Since owning it I had to re-install windows several times because the PC begins to operate agonizingly slow. Its main use is use for web surfing. Even after "wiping the hard drive clean" the PC's speed eventually boggs down again.
There are a handful, < 5, of programs installed. My ISP IS Netscape and the browser version is Internet Explorer ver. 6.0.2800.1106.

more memory would help, but also you could check what you hav running at start up. When the system has booted up click on start, then run, then type in msconfig. have a look through the startup items for any offenders running at startup only deselect non windows components, like obvious program files

try using an adaware/spyware program and also an antivirus program. Scan the computer at least once a week. Also once every
month or so defragment your harddrive. There are many tools on the internet you can use for free.
