How do i remove black mildew off my kids high chair staps?

Yes thank you, im aware i will have to use elbow grease to clean it up, i was more concerned with what to clean it with ie:- bleach or alcohol or ready made products from the supermarket and whether my child would have a reaction to it. perhaps its may be best to bin it and buy a new one.
