Samsung P1253 wont work?

When I switch on my Samsung P1253 all the lights come on but i can't select any of them ?

My samsung p1253 wont turn on when you press the power button but there is power coming into the machine, I have checked this with a multi meter, any guidance would be greatly appreciated.
