paper under tiles onto rafters problem?

The paper with a sort of tarry stuff in it is starting to perish dropping in sheets onto the joists.can you please tell me how to repair the problem without taking all the tiles off and starting again.I have though of placing sheets of hardbord to the rafters would this be ok?

its not roofing felt its building paper and as long as your roof is not leakingit should be fine..... dont panic about it, look at the integrity of the roof and take a view on it.... if it isnt broken dont fix it...

if your roof is leaking, think about having tiles replaced rather than replacing the paper

this sounds like the underfelt has perished.This is a waterproof felt placed underneath the roof tiles. dont worry about it the roof tiles will keep water out.as long as no water is getting in you will be ok.
A lot of cowboy builders will tell you that you need a new roof when you dont - the life expectancy of roof felt is approx 10 years but the life expectancy of a tiled roof is 25 years or more.so if no water is getting in then dont worry :)
