Monitor is saying check signal,but all power is on and the computer is making a buzzing noise

The computer is broken - the buzzing noise is very suspicious and may well have something to do with the fault.

Take side panel (cover) off and listen for source of noise - I would guess power supply area - a wooden spoon will make an excellent stethoscope to accurately find the buzz.
