I have Trianco Redfyre oil boiler - £1600 in oil since November! please hel?

Hello, can anyone help me? The boiler is not 'running' but the power is on ... all thermostats for water and heating are turned to 0, so system should not produce any heat - but we still have piping hot water all the time, and the outlet pipe from the boiler itself is hot.
I cannot figure out why its making heat when the boiler is inactive and not 'running'... will have to sell a kidney soon!... any ideas?

Sharon, does your heating system have a frost thermostat, that overrides the other thermostats? Please check!
Are the radiators on, even though you've set the central heating to minimum? If so, I guess you have a programmer fault if you don't have a frost stat.
