How best to mend old flat concrete roof?

Our garage is 50 years old and has a flat concrete roof. The concrete is crumbling away, so we want to mend it this year before it freezes again (this is in central Europe). We have thought about glueing thick roof felt on it, the kind with gravel on it. But I don't think we are upto doing it with the burner and so on. Is it easier to do than it looks? Is there a better way?
We already jetwashed it to get the holes clear.

hi sal,if i was you i would use a burner & tar pot,then just cover the entire roof with hot tar,be careful the tar will take the skin off make sure you have some good protective clothing & gloves before you carry out the work,best of luck

I forgot some details: Some of the holes are quite deep, you can see the reinforcing bars.
We looked at the rolls of bitumen in the DIY shop, and it says you need two full layers. Is this true? That doubles the cost. Why don't they just make it thicker?
