shower pull cord does not turn on or off when pulled can this be fixed by myself

On the assumption it was working, either its knackered, has tripped the fuse or like one I've had before, has plaster debris in it. Jamming up the switch.

Presumbaly the neon indicator in the ceiling pull-cord switch is not illuminated. You pull the cord and the neon remains off - pull again and it's still off.

There will be a circuit breaker that supplies the switch - check it hasn't tripped. If not tripped the chances are that the isolator switch has failed. I think in a Bathroom or Shower room private persons are not encouraged to mess with electrics unless they're properly certificated...

An electrician would isolate the ceiling switch - test that it's safe to work on, change the switch and no doubt, do safety checks before re-applying the power. It is not unknown even for qualified electricians to wire these switches back-to-front so that the neon remains on all the time in which case he will switch it all off and swap over the in and out pairs.

It will be safer and socially more responsible for you to pay an electrician to do this work for you.
