How can I fix my Pulsa Coil boiler?

I have a pulsa coil III electric boiler which heats my hot water. I think I need to top-it up with more water because over time the hot water runs out much more qucikly than it used to when I take a shower. I don't know how to add more water into the boiler. There is a big red tap on the side of the boiler but if I open it I'm not sure how I will know when the boiler is full. Any suggestions would be appreciated.....

I live in a flat and we have electric run PulsacoilIII boiler. The upper tank is has started leaking. Please can anyone tell that which material i can use to seal the upper tank.

hot water heaters are somewhat like a percolator, the water boils at the bottom and then rises up the thing that I cant think of the name of . to heat the water all the way to the top. so probably tthat thing is broken which can happen sometimes with wear and tear, rust, moving it . so you dont have less water just less water is being heated! Ido not know how the thing can be replaced or what ever so google it!
