download and save this from another pc to a pendrive and run this on the affected pc, it will fix winstock for you.

Turn firewall on
Go to
start, control panel, windows firewall, turn on, press ok.
If it will not turn on you may have a virus/trojan.
your wsa start up has failed problem should be fixed with the above winstock2 fix.
