water coming from internal overflow tube?

When my dual fush cistern is filling there is water coming out the internal overflow tube and going into the pan, is this normal.
Also this sometimes continues when cistern is full.
It is a modern cistern and the overflow is fed by a tube coming from the inlet valve housing.
Any suggestions.

Problem with too high a water level, every cistern has a water level mark on it, check this, if too high adjust, however if the float valve or ballvalve that fills the cistern is faulty, it will need replacing. jon
