How much of a live reading?
Is it around 240-250 volts, or is it an illuminated screwdriver?

Is it just a socket from the ring final or is it controlled by a switch for a specific appliance under the work surface?

Very probably a fault on the Neutral conductor either at the failing socket or from where the spur is picked up from.

You do not say how you made your test. If the "live reading" was between L & N then I withdraw my suggestion.
