I have a garden PIR Floodlight. It is designed to come on when there is movement in the garden. The problem is that it is too sensitive. It comes on when the wind blows the trees near it. Is there a way to make the PIR less sensitive. (There are no controls on the unit to do this. I'm looking for a tip or trick.)

You could try placing some masking tape over part of the PIR sensor. This will reduce the area that the sensor will detect.
