Overflow drips?

The main water tank in my loft overflows when full. Flushing the toilet stops the drip until the tank refills. Can anyone explain how the water tank refills and how i can adjust the ball cock to stop the drip. I have been told to bend the ballcock arm down, is this the best option?

as a temp repair bending the arm works but you are better off fitting a new washer in the ball valve.
