how can i fix my packard bell pentium 3 computer?

i have a packard bell pentiium 3 computer which has been out of use for some time. when i switch on all that happens is that the moniitor shows a cursor in the top left hand corner. I have lost the manual and i cannot get my recovery disk to work. Please can youi help? (The comuter has windows me)

start the computer up and press F10 if that not it it try F11 or F12 and that should bring up the recovery screen

well thats actualy very hard to answer umm.. the most i could say even though i dont know if im right but my strongest guss would be that your motherboard has packed up umm 85% sure. hope that helps
