I have no intension of telling how to unlock a laptop on an open forum and I hope that no one else will either. It is a receipe for yet more stolen laptops.
If the laptop is locked at the Windows level, take it with proof of ownership and ID to your local computer shop and they should be able to unlock it for you.
However, if the laptop has been locked at the hardware level it can only be fixed by a Motherboard change. They are designed that way in order to turn stolen laptops into scrap.
