How to check if 22V powersupply is working?

I have a wal oven and when I hooked it up, I could only get the clock, light and fan to run. I can't get the oven to actually heat up. I think that I may only have 110 V power running to it. How can I check to see if I have 220 power to it?

If you have 110v running it will not run It needs 240 and at least 6mm cable on a 32 fuse/breaker and an idolater switch to do not wire it direct this danger's.
use an electrician.????????????????
