How can I fix my Kenmore side by side, water gathering on freezer bottom?

I have a kenmore side by side fridge, on the freezer side water is gathering at the bottom of unit and freezing? I have removed it several times, by pulling this large chunk of frozen ice out, Is my drain plug clogged?

I would start out by checking this first. A turkey baister works well with hot water when trying to flush out the drain.
