How do you stop scrolling function words on tv?

We have a 1990 LXl tv that is scrolling tv's functions down the screen. A friends child was playing with the remote and now the words will not stop scrolling, how do we fix this.

I don't know . But I think I would un-plug the tv. and let it sit for a half hour and see if that reboots the system to normal.
