my cistern is a trent with the cistern fitted to the pan. it is flushing alright but when filling up it is very noisey like something is rubbing as the water level rises. i do not think it has anything to do with the handle rubbing but maybe the valve

change diaphram in ball valve or turn down water pressure going to the cistern hope this will help you
