Depends on the extent of the buckle...
The traditional way is to remove tyre, tube and rim tape and set the wheel to run in a pair of forks.
Then adjust the tension in the spokes to true it up - you can use the spokes like tuning forks - tapping them to get the same pitch. Very easy to tell which ones are not pulling their weight.
You will need a spoke key... Use google IMAGES and enter spoke key.
When they all make the same sound you can fine tune by spinning and observation. THEN you need to file down any proud spoke ends that might puncture the tube from the inside.
Alternatively - buy a new wheel.
