ravenheat csi 85 condensing boiler ,water heating time?

The efficiency rating of my boiler is said to be quiet high.
With this in mind why do i have to waste a gallon of water before it runs from the tap warm ?.
As i am on a water meter this makes the system very ineficcient.

Firstly the timer red light was flashing and loudly clicking. Then I found a leak on the flow going into the heat exchange nut through to top section. Then i found that the mains power was fused. Next i found that the PCB was blown. I repaired the leak, fit a new timer, fit a new PCB (red not green), fit a new ch Thermistor.
Wired a plug to boiler and ran an extension.
Switched the boiler on. Green light on, red light on, timer red light on, nothing else working. Young couple with new baby no hot water, no central heating.

it's a combi, and not a very good one at that, for that reason you need to get rid of the water in the pipes between the boiler and the tap before it can heat. the boiler will fire up almost immedietly so long as the diaphragm is in good condition, but the water that has already passed through the boiler will be cold if you have not run the tap very recently. the further the tap is from the boiler the more water you will have to run before it gets hot. same for every combi boiler.
